At the Corporate Level, I facilitated strategic planning processes and developed performance indicators for a diversity of organisational units, divisions and programs, trained managers and facilitated business planning processes for units that were undergoing commercialisation and project managed the introduction of Scenario Planning into the Water Board From the Headquarters of Infrastructure Division, I facilitated business planning processes, designed commercialisation strategies, advised on organisational development issues impacting on the division’s capacity to commercialise its activities and was on the Quality Assurance Implementation Team. In Design Branch (of 300 people), I contributed to Business Planning, was on the team that re-positioned the branch for commercialisation, advised on organisational design and cultural change, co-ordinated the implementation of the AQA quality matrix in the branch and oversaw the development of a Market Survey and Customer Satisfaction performance indicators for the branch. The Continuous Improvement co-ordinator reported to me. For NIES(NSW) I also promoted change programs (notably Continuous Improvement, Quality Assurance, Benchmarking and Strategic and Business Planning) to targeted manufacturing companies at seminars and conferences and face to face interviews. This work required that I had a thorough understanding of each program, its relevance to the audience and the outcomes it was expected to achieve for Australian companies and the economy. Designed and implemented a Quality Management System to meet AS3902 for a company that was manufacturing printed circuit boards. Management and Evaluation of Government ProgramsTwo years
as Manager, Monitoring and Evaluation for NIES(NSW). Wrote the Program Performance Review for NIES(NSW). NIES (National Industries Extension Service), was jointly funded by the Commonwealth and State Governments and committed to the task of making Australian manufacturing industry world competitive. It assisted manufacturing companies by subsidising private sector management consultancies. The review examined the appropriateness of current and proposed strategies to community needs and government priorities and the effectiveness and efficiency with which these were being implemented. During my time with NIES, I completed a 6 month Traineeship ‘Performance
Management for Organisational Development’ delivered by the Strategic
Management Unit of the NSW Premier’s Department. Note: The traineeship was introduced to enhance NSW
Agencies ability to evaluate government programs and only available to people
charged with Program Evaluation responsibilities. NIES improved the competitiveness of Australian manufactures by subsidising private sector management consultancies. NIES(NSW) employed 35 people, two of which reported directly to me. I was the first person to occupy this position and my initial role was to develop performance indicators and build these into a monitoring program. I then managed the data collection process and evaluated information collected. The information included evidence of NIES’s performance at: targeting appropriate companies for assistance, promoting NIES to these companies, the appropriateness of Management Consulting Services provided and the effectiveness and efficiency with which they were delivered. In this role I also represented NIES before a Senate Select Committee that was evaluating the Government’s industry programs and administered the NIES joint account (at that time $7million per year). Senior Management Experience across Public and Private SectorsPrivate SectorFor eight
years I held senior Quality Management and Technical Management positions in
the electronics industry for companies employing between 50 and 200
people. I worked for Printronics P/L, Artronics P/L and Printed Electronic
Components. In each company, I
reported directly to the CEO. I had control over up to 10 quality assurance
staff and two laboratory staff and ‘dotted line’ control over up to 100
factory staff. As a member of
Senior Management Teams, I had prime responsibility for liaising with clients
and suppliers on quality and technical matters and for interacting with the
CEO and marketing and production managers to ensure that client requirements
were met by the production process.
For two companies, I was the first person to hold my position and my
first task was to set up a chemical and metallurgical testing laboratory. For four years ran a NATA registered laboratory which provided Quality
Control of the Company’s Mineral products and delivered Public Analytical
Services. I had nine laboratory
staff, ranging from qualified chemists to laboratory assistants. In the quality control role, I liaised
with production management, factory staff and clients on quality matters. As Manager of Assaylabs (the Public
Analytical Service), I dealt directly with clients as they responded to our
advertising, quoted and managed the service delivery and billing processes. For six years, I have run my own change management consultancy. In order to maintain a competitive edge I have developed and implemented business development, financial and performance management strategies. My work with clients (and their employees) also frequently requires both leadership and negotiation skills. Public SectorFor two
and a half years I was Support Manager of
Design Branch - Sydney Water Board.
The branch had 300 employees.
Human Resources, Finance, IT and general administrative staff reported
to me. During that time, I
restructured my section to assist the branch achieve its new
commercialisation objectives. My
restructure eliminated administrative work that had become redundant and
introduced a team of Strategic Management Specialist with expertise in
Continuous Improvement, Performance Management and Market Research. I was a member of the Senior Management
Team and interacted on a daily basis to ensure that my section provided
services demanded by the other Senior Managers and did so as efficiently as
possible. Teaching and TrainingOver six years I was a part-time university lecturer in Organisational Behaviour to post-graduate students including MBA’s and Corporate Strategy to Bachelor of Business students. Have designed and delivered management development programs in Management Skills for Improving Business Performance, Performance Management, Strategic/Business Planning, and Cultural Change.
