My expertise in Strategic Planning, Business Planning, Performance Management and Program Planning and Evaluation in NSW Government agencies has been generated by my AGSM MBA,  university lecturing in Corporate Strategy and Organisational Behaviour and internal and external consulting assignments in NSW Public Sector Agencies.

Strategic Business Planning and Performance Management Cycles for devolving accountability for NSW Government Corporate Plans

·        Consulting assignment for NSW Police Service.  Development of a Business Planning and Performance Management framework for cascading accountability for the Corporate Plan down through Divisions and Business Units to Business Plans, and the managers' Performance Management System.   I developed planning models for Business Units and Divisions, piloted that model and trained managers to link Performance Measures in Business Plans to their  Performance Agreements

·        Consulting assignment for RTA (NSW Government).   Development of Planning Guidelines for cascading accountability for the Corporate Plan down through the organisation.    In doing so I designed a Planning and Performance Management System that integrated a suite of cross-functional Strategic Plans, Divisional Business Plans and an Organisational Scorecard.

·        Consulting Assignment for NSW government Department of Public Works and Services (DPWS).  Assisting in Review of the Total Asset Management manual for Policy Division of DPWS and integration of TAM into a Government Planning Framework that is currently being piloted in some NSW Agencies.   The framework details a strategic management approach to devolving accountability for achievement of Corporate Outcomes.  This work is being done by DPWS in consultation with Premier’s and Treasury.

·        Numerous other consultancies in strategic planning, business planning and performance management for NSW government agencies

·        Experience in Strategic Planning and Business Planning  at Corporate, Program, Division and Branch levels of the Sydney Water Board

·        Design of a Performance Management System for the Council of City of Sydney.

Program Planning and Evaluation

In 1989, I was selected to undertake a traineeship  in “Performance Measurement and Organisational Development’ provided by the Strategic Management Division of the Office of Public Management.   This was  soon after the introduction of program budgeting and its purpose was to train public servants who had responsibility for managing and/or evaluating government programs to do so on the basis of the outcomes that the programs delivered.    The major purpose of the methodology was to develop indicators for measuring the appropriateness, effectiveness and efficiency of program delivery.  Performance measures are based on the difference between intended program outcomes and those actually achieved.    Both the ultimate community outcomes and intermediate outcomes of steps in the delivery strategy are identified and measured.   The method can be used to measure past performance and/or as a strategic planning model by using it to proactively develop a program strategy and the indicators against which future performance can be measured.    It is a very sound methodology, and has been adopted by some Australian Public Sector agencies.   

Since undertaking the traineeship I have used it to:

·        Write the Program Performance Review for NIES(NSW), a joint funded program for improving the international competitiveness of Australian manufactures

·        Evaluate the pilot of a Child Protection program in a remote location of NSW for the Department of Community Services

·        Develop a Road Safety Strategic Plan for the RTA.   This was a highly consultative process involving individuals from several government agencies, a parliamentary committee, the NRMA and lobby groups

·        Develop two Program Plans for the Sydney Region of the RTA.  These were for  Road Network Development and Road Safety and Traffic Management
